This issue continues the post-apocalyptic saga set in Neo-Tokyo in 2030, following the young psychic-powered killer Tetsuo as he escapes from a secret government project. The story explores Tetsuo's newfound paranormal abilities and his search for the mysterious beings in cryogenic sleep. Meanwhile, the anti-government agents Kay and Kaneda pursue Tetsuo while confronting the aftermath of the project that created three mutant children, driving the narrative toward an increasingly dangerous and ominous confrontation.
