Wolverine travels to Puerto Verde, capital city of Tierra Verde. Spotting Tiger Shark fighting a young lady, he intervenes to help her. Tiger Shark runs off. Wolverine continues on to meet an old acquaintance: CIA agent Jack Bascomb. Jack tells him all about the lady he just rescued: La Bandera. She has connections through her father to Fidel Castro's revolution in Cuba. In New York, Kingpin and President Caridad discuss Tiger Shark's presence in Tierra Verde. The Kingpin then goes to meet Doctor Doom, Magneto and the Red Skull. The president of Tierra Verde back home again, learns from his scientists about a new, powerful version of cocaine. Wolverine seeks help from Sister Salvation and then attacks Geist to get information that will lead him to Roughhouse. La Bandera and her followers attack the palace while Geist leads Wolverine down to the lower levels of the palace. Tiger Shark attacks again and drags Wolverine under the water.
