Punisher doubts his mission and purpose and tries to surrender to the police. At the last moment, the now deposed Kingpin offers Frank a chance at revenge. Frank accepts and starts weeding out those on the Kinpin's list.

This is the last issue of this series. Punisher would continue in the next volume of Punisher would be published in November 1995. Between the ending of this final issue and the beginning of his next series, the Punisher begins to believe Nick Fury orchestrated his family's death. This happened during the 1995 Double Edge Summer Event. This leads directly to his next series, where Punisher is sent to the electric chair for killing Nick Fury.

Volume Description
This is the first ongoing comic book series starring the fictional Marvel Comics vigilante The Punisher, following a limited series published the previous year. It lasted for 104 issues after witch this title, as well as Punisher's other two comics Punisher: War Journal and Punisher: War Zone, where cancelled and merged into Punisher Volume 3.
This series also spawned seven annuals, as well as the annuals The Punisher Summer Special #1-4 , The Punisher: Back to School Special #1-3 and The Punisher Holiday Special #1-3.
