Issue Description
As the Fastest Man Alive attempts to come to grips with his new identity, a new Rogue announces his presence in Keystone City. But what is his strange connection to The Flash? Plus, meet the new Keystone City Rogue Profiler and see what Captain Cold, Keystone's most wanted man, has been up to!
Wally West, who still doesn't know he is The Flash, digs himself out of the rumble of a fallen building that he accidentally destroyed, while having a uncontrollable burst of super-speed. He then finds the Flash costume that popped out of the ring a stranger gave him days ago. Wally also learns he can heal quickly, and after calling 911 runs off to his favorite dinner to clean his head, and think about what happened.
At the dinner, Wally bumps into Len, a strange man who seems to be at the dinner when ever Wally is there. Unbeknown to Wally, Len is really Captain Cold. Len and Wally talk about Wally and Linda's relationship, but when news that the KCPD has Captain Cold cornered, Len excused himself and Wally leaves soon after.
Seconds later at the warehouse the KCPD have, who they think is Captain Cold cornered, Wally arrives and runs inside. There Wally learns the man the KCPD have trapped is not Captain Cold, but a new villain calling himself Mr. Element. Mr. Element then uses a gun much like Captain Cold to freeze Wally.
Meanwhile in the KCPD garage that Wally works at the newest Rogue Profiler Doctor Ashley Zolomon comes looking for Wally West.
