Many small gangs have sprung up in the slums of Rajnagar. Each gang extorts protection money from the people residing in their territory. Commissioner Rajan fears that sooner or later Rajnagar will witness a battle for supremacy between these gangs. But mayor Savaria refuses to grant permission to act against these gangs. A shady character named Guardian murders the leader of the Thunderbolt gang; the second largest gang in Rajnagar and frames up Alligator gang for the murder!
