The final storyline of the Batman newspaper comic strip begins here! Bruce Wayne pays Harvey Dent a visit in Arkham, where a man named Jervis Tetch plots revenge against the unscrupulous businessmen who put him there. Utilizing microchip technology, the "Hatter" uses hats to take control of the minds of the Arkham doctors and guards, and decides to experiment on the Joker.
