Paragon City is under full lockdown! Mysterious foes have forced the city's defenders to come up with a new definition of "hero." Powerless, the Freedom Phalanx has turned to the one man who holds the solution to solving their crisis, but he's nowhere to be found! Where is Statesman? Eisner-Award winning superhero writer Mark Waid brings you the action, with Kubert School grad and Wizard contest winner David Nakayama on art!
SPOILERS
The issue picks up where issue 1 left off and the heroes go on an all out search for Statesman interragateing many thugs in paragon. Eventually the heroes find out where he is and free him from his "apprentances". Soon afterwards Statesman's orgin story is revealed they then journey to see Pormetheus where the team is attacked by giant vultures. Manticore then kills Statesman to get Pormetheus to reverse Lord Relcuses spell.

Volume Description
Continued from City of Heroes Volume 1, that ended one month before. City of Heroes is written by Mark Waid and illustrated by David Nakayama. This version of the adaptation to the Massive Multiplayer Online Superhero-Themed Role Playing Game follows the hero, Statesman and the superhero group that he leads called the Freedom Phalanx.
Issues #1-3 were written by Mark Waid. Issues #4-6 were written by Troy Hickman. Issues #7-9 were written by Dan Jurgens. Writer David Wohl then took responsibility as writer of the series starting from Issue #10 to Issue #15 until Sean Fish took the position of writer until the series was discontinued at Issue #20.
