A Chance To Do Good
Oracle sends out invitations to a lot of female superheroes whom she wishes to join the Birds of Prey, including Wonder Woman, Power Girl and Hawk Girl, among many others.
Her current Birds are out on a mission at a Mexican Prison. A mafia boss's daughter has been arrested on false charges and they're breaking in to rescue her. Manhunter gets in under the pretense of being the girl's lawyer. Judomaster and Huntress infiltrate the guards and take over one of the towers. Barda is already there under the guise of one of the inmates.
They cause enough of a distraction so the girl can escape, running out into the desert. In the tower, Huntress and Judomaster are ordered by the prison warden (who thinks they're guards) to shoot the girl and they do, through the head. Everyone in the prison think the girl is dead.
Huntress wakes the girl up in helicopter with her father in it. She explains that they planted a small device in her hair that would make it look like she'd been shot so the prison warden would think she'd died. Her father reveals that he made a deal with the Birds of Prey to turn witness for the state prosecution if they found his daughter.
In the Pentagon, Katarina Armstrong takes control and sends a squadron of fighters to intercept the Birds' helicopter, and shoot it down.
Keepsakes
Black Canary is packing up her apartment and getting ready to leave with her ward. As she packs, she remembers everything that's happened in her life, good and bad. She recounts her exploits, loves and fears to her ward as they pack.

Volume Description
Birds of Prey was ongoing title created by editor Jordan Gorfinkel (with the team name attributed to Frank Pittarese). Chuck Dixon, then writer of many Batman related titles, was the initial writer for the series and would continue until issue #55. Prior to this ongoing, Several one-shots and mini-series had been published, these included;

The original premise of the book was a Barbara Gordon (Oracle at the time) and Black Canary team-up which would later expand to include a variety of different female superheroes, the most regular being The Huntress (Bertinelli). The title is most associated with writer Gail Simone, who would pen the series from issues #56 to #108 as well Volume 2.
