This time, a young boy's criminal parents are gunned down by police, launching the boy on a quest to become a vengeance fueled avatar, targeting the forces of law enforcement, across the globe. When the Wrath comes for Commissioner Gordon, the inevitable conflict between Batman and his opposite number ensues.
