Issue Description
Batman comes home after a night patroling the streets. He receives a tape from Alfred about an upcoming business meeting. The situation looks bad as most prefer to pull out of the city due to their losses. Wayne Enterprises tries to convince other businesses to stay in Gotham and help rebuild the city.
In another part of town, the Mad Hatter and his gang is getting ready to loot. As they open the vault, they're attacked by Narcosis. Later at Gotham PD, Batman meets with Commissioner Gordon and presents him one of his victims. Narcosis decides the city needs salvation and makes it his mission.
Back in the board room, the proposals fall through and the business men decide to leave. Wayne Enterprises promises to finance new businesses in their place to help Gotham get back on its feet.

Volume Description
Batman: Shadow of the Bat, was first published in June of 1992, running 94 issues plus a #0 issue and #1000000 issue until it was canceled in February of 2000. It was quickly replaced by Gotham Knights.
Started as a showcase for Alan Grant and Norm Breyfogle, (and after a short time just Grant). Once Grant was no longer on the title, the creative teams changed for just about every story arc.
For the most part each arc was intended to be self- contained within the Shadow of the Bat series, though much of the book was eventually just used as part of Bat-Family crossovers such as Knightfall and No Man's Land.
Brian Stelfreeze provided covers for much of the run.
