Issue Description

The Legionnaires who went underground break out the Legionnaires imprisoned on Earth then uncover the President's scheme and expose him as the mind-controlling Universo.

It is revealed that Universo is the culprit behind the whole planet being hypnotized. Universo is defeated, yet again, with the help of his son Rond Vidar. Rond Vidar is made into an honorary member of the Legion of Super-Heroes.
