Story 1: The Legionnaire's Super-Contest

The Legion of Substitute Heroes gets the chance to prove themselves, individually, and get the opportunity to join the Legion of Super-Heroes. Each member is tested and it is found that Stone Boy is the winner for being so selfless and concerned about innocent bystanders. Stone Boy refuses, though, because he doesn't want to break up his team of Substitutes.
