In the 60s of the 21st century the last government was dissolved in the name of the Common Interest Corporation. It took twenty long years before someone organized a response... but in the 80s they started to gather, to organise public events and then, when police started shooting into the crowd, they passed the guerrillas.
Now, in 2100, order has been restored. For the society you are a number, a production unit. If you do not want to belong or if you CANNOT belong enough... you are out: a poor outcast or a criminal. It depends on how dangerous YOU are for THEM.
